Housing Prevention Services
Family Stability
Our family stability program supports families with limited income who have children under the age of 18. Families engage in flexible long-term case management services and participate in activities designed to improve their housing conditions and increase their earning potential. Activities include, but are not limited to:
- Researching, securing, and retaining meaningful employment
- Budgeting, saving, and making better use of available income
- Improving language skills and attaining higher education credentials or certificates
- Obtaining and maintaining adequate housing
- Addressing urgent family and individual needs including access to health services, nutritious food, extracurricular activities, and more
Housing Prevention Services
Eviction Prevention & Legal Support
El Programa works in partnership with the Urban League of Portland, Fair Housing Council of Oregon (FHCO), and Legal Aid Services. The collaborative advocates for the rights of low-income tenants in the city of Portland. The program aims to:
- Liaise with participants and their landlords to address legal housing concerns
- Provide direct referrals to Legal Aid Services of Oregon (LASO) and the Oregon Law Center
- Provide Know Your Rights trainings to individuals and families throughout Multnomah County
- Identify landlords and property managers who engage discriminatory practices

Emergency Rental Assistance
The Emergency Rent Assistance Program provides emergency rent assistance to prevent households from experiencing evictions and homelessness due to financial strain compounded by the impacts of COVID-19. The program focuses on eviction prevention by supporting eligible participants in the following ways:
- Providing payment of past-due rent, up to 3 months
- Providing payment of rent for households with eviction notices
- Liaising with participants, landlords, and property management companies

Rapid Rehousing & Retention Services
InReach is a multi-agency collaborative which supports individuals in immediate need of housing by covering move-in expenses and providing short-term case management. The program strives to build relationships while helping participants find their own strengths as they work to achieve housing stability. Our partners include JOIN, Housing Transitions of Catholic Charities, NARA, Urban League of Portland, and the YWCA.

Outreach & Needs Assessments
The Coordinated Housing Access Team (CHAT) engages with and assesses the needs of people experiencing homelessness for housing resources, specifically Permanent Supportive Housing (PSH) units. Most of the participants served through this program are unaccompanied, chronically homeless adults who are overrepresented, underserved, and not accessing mainstream housing and support resources, Our organization works to improve equitable access to services for communities of color in this system.

Housing Navigation, Placement, and Retention Services
El Programa partners with the Housing Authority of Clackamas County (HACC) and the Joint Office of Homeless Services (JOHS) in Multnomah County to provide case management services to vulnerable individuals currently experiencing or at risk of experiencing homelessness, many of whom have a disability. We help participants navigate the housing system by locating and securing permanent housing and assisting them in overcoming any barriers they may be experiencing.

Energy Assistance
The Energy Assistance Program provides financial assistance to households with low incomes in Multnomah County. The program aims to supplement water, gas and electric costs and increase energy efficiency education.
